Monitoring, Evaluation & Reporting

PEPFAR Monitoring, Evaluation and Reporting indicators are used to track programme outcomes and impact and are captured quarterly on the PEPFAR Data for Accountability, Transparency and Impact (DATIM) reporting system.

Key MER indicators that track progress toward 90-90-90 indicators include the number of individuals who received HTC services and received their test results; No. adults and children currently receiving ART; Proportion of viral load tests with undetectable load (<1000 copies/ml). DOH data is uploaded to Aurum’s central warehouse, after which it is validated by Programme Monitors and mapped to DATIM fields using MARS. MER indicators not available in DOH systems are sourced from the programme managers
and consortium partners.

Aurum and Johns Hopkins researchers Tonderai Mabuto and Chris Hoffmann were funded by CDC/PEPFAR through the Health Systems Division at Aurum to conduct Programme Evaluations in Aurum supported districts in South Africa.

The aims of these evaluations were to use routinely collected data to evaluate key HIV care and treatment programmes/activities in PEPFAR Supported Districts focusing on
  • Differentiated delivery of ART to stable patients and
  • Universal Test and Treat (UTT). The evaluations were completed at the end of 2018 and the project is winding down.
